Josep Borrell

Biography

Architect (ETSAB/UPC, 2001) with a postgraduate degree in Innovative Real Estate Development and Management. He is currently Director of IMPSOL, the public housing agency of the AMB, dedicated to land management and the promotion of high-quality, inclusive public housing. IMPSOL has developed more than 7,000 housing units across over 140 projects through open, transparent and innovation-driven public competitions. Its work has received wide national and international recognition and their production is widely published.

Ensuring that it remains accessible, well-managed, and socially valuable over time requires strong governance, transparent allocation systems, maintenance capacity, and coordination between public administrations and housing operators. Bringing together local, metropolitan, and cooperative housing perspectives, the session will address how affordable housing can be managed as a public service, with attention to long-term stewardship, tenant needs, operational capacity, and social value.
